will enter on a new phase of Chinese problems, and in
consequence a new departure in the handling of affairs
in this Colony, which will require an entirely revised
estimate of Chinese character from that which has here-
tofore been accepted. From this point of view it is
perhaps not an unfitting moment for a new Governor to
enter on his duties, and if that Governor is one, who,
like Sir Henry May, is able to contrast the new with
the old, he will be able to recognize the signifàcance
of the remarkable reversal of what have hitherto been
considered as essential characteristics of the Chinese,
and to attach to them the importance they deserve, in
the Administrative methods of the future.
